Program Description |
NFA buys palay from individual farmer/ farmer organizations at the government support price of P19.00/kg. |
Target Beneficiaries |
Local Individual Farmers (IFs) / Accredited Farmer Organizations (FOs). NFA shall only buy from legitimate farmers / farmer organizations (FOs) / farmer cooperatives (FCs) / farmer associations (FAs). No passbook shall be required from individual farmers. FOs / FCs / FAs, however, shall present NFA issued passbook. |
Objectives |
This program is undertaken to ensure and establish manageable buffer stock in line with the Agency’s function of maintaining optimal level at any given time to be used for emergency situations and to sustain the disaster-relief programs of the government during natural or man-made calamities. To buy farmers’ palay and assure their income when the farmgate prices of palay are low. |
Eligibility Criteria |
With legal / juridical identity and registered by Department of Agriculture (DA), Cooperative Development Authority (CDA), and Securities and Exchange Commission (SEC), or other supervising agencies empowered to register cooperatives / associations are entitled to participate in the IPP. All participating IF / FGs shall be accredited by the NFA prior to official participation in the IPP. |
PALAY PROCUREMENT with FARMER'S OPTION TO BUY BACK (FOBB) |
Program Description |
This program shall also be tied-up with NFA’s regular procurement program where IFs / FOs, upon delivery of stocks to NFA, shall be asked if they have intention to buy-back the same volume or a portion of the stocks. A minimum deposit of one hundred (100) bags of palay for individual farmers and two hundred (200) bags of palay for FOs shall be required to qualify for the program. |

IFs / FOs accredited by the NFA are qualified to avail of the program. |
Objectives |
To provide farmers with additional income by giving them the opportunity to sell their produce at a higher prices. Also, to enhance the Agency’s accumulation of buffer stocks |

Palay stocks delivered should conform with the prescribed NFA quality specifications prior to acceptance under the program. . |
PALAY MARKETING ASSISTANCE PROGRAM FOR LEGISLATORS AND LOCAL GOVERNMENT UNITS (PALLGU) |
Program Description |
NFA shall purchase the palay stocks from farmers / FOs under NFA’s regular procurement program. However, the price of palay that will be paid to the farmer / FO shall be at NFA support price plus the premium amount that will be provided by the Legislators / LGUs. |

Objectives |
It aims to enable palay farmers to maximize their income and at the same time assists the Legislators and the Local Government Units (LGUs) in sourcing their palay requirements intended for their constituents. |
Eligibility Criteria |
Legislators & LGUs shall be qualified to participate as Buyers in this program provided that a Special Power of Attorney was given to them by IFs / FOs. IFs / FOs accredited with NFA and who are holders of NFA Farmers’ / Master’s Passbook shall be qualified to participate as Sellers in this program. |
